Richard was appointed chief constable of Cleveland Police in April 2019. He is originally from Carmarthenshire and joined Dyfed Powys Police in 2000. Richard has worked in a variety of roles in uniform and CID as well as being a head of professional standards. He also chaired the Wales Counter Corruption Working Group. In 2010 Richard gained a Fulbright scholarship to Pennsylvania State University, studying taser deployments that lead to adverse incidents. He is the NPCC lead for Ethics and is due to complete a PhD in 2021, with a thesis entitles 'Developing ethical leadership at a time of profound change'.
